Introduction
Phil. Ecology Systems Corp. (PhilEco) is a major player in the design, construction and operation of integrated sanitary solid waste management and disposal facilities in the Philippines. A “AAA” general engineering and building Contractor licensed by the Philippine Contractor Accreditation Board (PCAB), PhilEco is an ISO- certified company and is the only waste management firm in the country that operates an offshore sanitary landfill.
In 1995, Dr. Reghis M. Romero II, spearheaded the transformation of the Smokey Mountain dump site to address the waste problem and uplift the living conditions of the Smokey Mountain dwellers. Smokey Mountain, then known as a city of garbage, originally called Baryo Mandaragat, was eventually transformed into a mixed commercial and residential area through the Smokey Mountain Development and Rehabilitation Project or SMDRP. The said project was a resounding success and turned the wasteland into a self-sustaining community. The pioneers of the successful and environmental project formed the core experts of Phil. Ecology Systems Corporation.
Phil. Ecology Systems Corp. or PhilEco was registered in the Securities and Exchange Commission in 1998 to design, construct and operate Integrated Solid Waste Disposal Facilities in the Philippines, with an end-to-end solution of collection, transfer and disposal, PhilEco is determined to solve the country’s waste problem.
The company's first major project, the Navotas Controlled Disposal Facility or NCDF was constructed in 2002. It was the first controlled disposal facility in the country and provided solutions to several cities in Metro Manila until 2006.
PhilEco then set it’s eyes on the next major project, the "Navotas Sanitary Landfill Facility" or NSLF located in Brgy. Tanza, Navotas City. The 40-hectare area became the first engineered and only bay area sanitary landfill in the Philippines in 2006 and is compliant to the Republic Act 9003 or the Ecological Solid Waste Management Act of the Philippines. At present, NSLF accommodates up to 3,000 tons of Municipal Solid Waste from various areas in Metro Manila.
Supporting the operation of NSLFis the first and only marine garbage transfer station in the Philippines, the Vitas Marine Loading Station or VMLS located in Tondo, Manila. VMLS caters to all collected municipal solid waste before being transported via barge to the NSLF, where the solid waste is disposed in active cells where it is spread, compacted and covered with daily soil cover.
Over the years, PhilEco has demonstrated its robust experience in the design, construction and operation of sanitary landfill facilities across the country. Among PhilEco’s successful projects include the Olongapo City Sanitary Landfill, Kabulihan Sanitary Landfill in Malay, Province of Aklan, as well as the General Santos City Sanitary Landfill Facility and the Tagum City Sanitary Landfill, both of which are located in Mindanao.
The Olongapo City Sanitary Landfill Facility in Zambales province includes the design and construction of a 150 tons per day capacity sanitary landfill featuring an engineered landfill cell, leachate treatment plant using Integrated Fixed-film Activated Sludge or IFAS technology, and other ancillary facilities and includes the rehabilitation of the City’s existing dump site.
In Visayas, the Kabulihan Sanitary Landfill Facility located in the Municipality of Malay, Aklan, considered as the “landfill of Boracay”, is designed to accept a total of 10 tons per day of municipal solid waste and has catered to the disposal requirements of the island of Boracay and the Municipality of Malay since its completion in 2012.
In Mindanao, PhilEco has completed two (2) projects over the years. The first of which is the General Santos City Sanitary Landfill Facility located in the province of South Cotabato. The GSCSLF or GenSan SLF is a World Bank-financed design, build, operate or DBO project, with a design capacity of 300 tons per day. The project was completed in 2016 and features a 2.8-hectare landfill cell, leachate treatment facility using Sequence Bio Reactor (SBR) technology, and other ancillary facilities.
The Tagum City Sanitary Landfill is located in Brgy Nueva Fuerza, Tagum City, Davao del Norte. It is also a design and build project and has just been recently completed by PhilEco. The design capacity of the sanitary landfill is 100 tons per day and will be operated to cater to the disposal needs of the City of Tagum.
Moreover, PhilEco is also in the business of design and build of domestic wastewater treatment facilities. In partnership with its sister company, R-II Builders, PhilEco has completed the first combined sewage and septage treatment plant in the Philippines for the Maynilad Water Services Inc. (MWSI). The project is located in Project 7, Quezon City and is designed to accommodate a total of 2,400 cubic meters per day of sewage and 240 cubic meters per day of septage.
PhilEco also caters to Garbage Collection, Hauling and Disposal Services. Among its notable projects for this category include the Garbage Collection and Disposal Services for Districts 4, 5 and 6 of the City of Manila, Disaster Relief and Clean-Up Support Operations Project for Quezon City and most recently, the Citywide Garbage Collection, Hauling and Disposal Services for Pasig City. PhilEco has a vast fleet of garbage collection trucks and is continuously working on expanding its clientele, primarily in Metro Manila, which also includes private commercial establishments and PEZA facilities.
PhilEco is ably led by Engr. Edmond Q. Sese as the Vice Chairman and Engr. Jouie V. Lee Oliver as the President and COO. Phileco is known to be a well-established major player in the waste management industry in the Philippines. PhilEco is an ISO 9001:2015 Certified Company with the scope of Design, Construction and Operation of waste management facilities issued by Certifying Body, TUV Nord Philippines, Inc. Further, PhilEco is accredited by the Philippine Contractors Accreditation Board as a Triple A general contractor and is a member of the Coalition of Solid Waste Management Providers of the Philippines and Solid Waste Management Association of the Philippines or SWAPP

Dr. Reghis M. Romero II
ChairmanDr. Reghis M. Romero II is an accomplished businessman who founded and built his own company, RII Builders, Inc. in 1988. His business endeavors have since grown and he is now Founding Chairman of RMR Capital, Inc., a widely-diversified conglomerate composed of PhilEcology Systems, Inc. which is a pioneering company in waste management and sanitary landfill development and operations, R Land Development Corporation which is focused on real estate, vertical and horizontal residences development and township undertakings, Harbour Centre Port Terminal, Inc. which is into port development operations and logistics, and RII Builders, Inc., the company that specializes in construction of buildings, roads, flood control systems and the like.
Dr. Romero was the Special Envoy of the President to Japan for Business and Investment Promotion. He was appointed to the position by then-President Rodrigo R. Duterte. He was re-appointed by H. E. President Ferdinand Romualdez Marcos, Jr.
As a staunch believer in the rich potential of the Philippines as a business and investment hub, he was tapped by the government as part of its delegations abroad aimed at generating partnerships in pursuit of peace and economic development. He was part of the Presidential Visits mounted in the incumbency of President Rodrigo Duterte namely, China (Oct. 18-21, 2016 and April 25-27, 2018), Russia (May 22-24. 2017) and Japan (May 29-31, 2019).
He also joined the Ramos Peace and Development Foundation (RPDev) Missions/Fora in Boao, China (2001 and 2003) aimed at revitalizing trade relations between China, the Philippines and in the larger Asia-Pacific Region. These For a were attended by high-level government and business officials from more than twenty countries.
He has held various positions in local and international industry associations committed to forging joint ventures, exchanges and partnerships. One of these associations is the Fédération Internationale des Administrateurs de Bien-Conselis Immobeliers (FIABCI) or International Real Estate Federation which has over fifty (50) members-countries and holds its headquarters in Paris, France. He held two terms as President of FIABCI-Phil (from 2019 to 2022) and is currently Chairman of the Board since 2022 to the present. In 2020, the international hierarchy of FIABCI International, composed of country-Presidents, voted SE Romero II as Vice-President of World Council of Investors and Developers.
His leadership is acknowledged and is recipient of awards, the latest of which is the Peace Laureate Award given by Sino-Phil Asia International Peace Awards (January 2023) along with awardees from Armenia, China, India, Portugal, Turkey, United Kingdom, and, the USA. Also, this year, he was given the Rotary Golden Wheel Award for his accomplishments in environment protection in January 24, 2023. Among others, he is recipient of Nation Builder Award by BizNews Asia and, Most Outstanding Capampangan Award.
Of his many awards, he considers his Pro Patria Award a personal favorite of his because it brings to fore his advocacy to promote love of country as exemplified by our national hero, Dr. Jose P. Rizal. SE Romero holds the highest rank in the Order of the Knights of Rizal and while he was Supreme Commander, he initiated giving the Women of Malolos Award upon Mme. Brigitte Terrien Ayrault, wife of then-France Prime Minister Jean Mark Ayrault, for her benevolent project for the displaced youth of Manila. The occasion lived out Dr. Rizal’s teaching on internationalism which was highly-appreciated by France’s First Couple. The awarding ceremony was held at the H. Matignon in Paris, France.
SE Romero II completed his Bachelor of Science in Foreign Service Degree from the University of the Philippines, his Masteral Degree in Business Economics from the University of Asia and the Pacific, his Diplomate in Real Estate Management from FIABCI International, and was recipient of Honoris Causa – Doctor of Humanities from the Polytechnic University of the Philippines.
Edmond Q. Sese
Vice ChairmanEngr. Sese’s construction experience for over 50 years involves project such as housing projects, road projects, water treatment facilities and sanitary landfill operation and remediation. He is a pioneer of Phil Ecology Systems Corp. currently the Vice-Chairman who led in putting into reality the 40 Has. Navotas Sanitary Landfill Facility. He has served as the President of R-II Builders for fifteen (15) years from 1990 -2006, and instrumental in the design and remediation of Smokey Mountain Dumpsite.
He obtained a bachelor's degree in both civil engineering and sanitary engineering in the Philippines' Mapua Institute of Technology.
